This functional modularity is a requirement due to wild variability in processing needed for different tasks in the real world. The part of the human brain that perceives color categories in vision is performing processing that is quite alien to the part of the brain that handles the fine motor control of the fingers. (I choose this example because one task is perceptual, while the other is executive.) This disparity in data and processing is conspicuously reflected in the structure of our brains. Those differing functional modules are indeed segregated in space within our heads.
